Winds I is part of the latest construction boom on Carolina Beach. Taking place in the mid-80's, Carolina Beach NC saw older homes replaced by condominiums and newer homes. The first construction on the island was 100 years before that when a boardwalk was complete. To get to the beach one had to take a ferry on the Cape Fear River to a dock along the western side of Carolina Beach. From there you would take the railway to the ocean side and to the boardwalk. The purpose of the boardwalk was to simply keep the sand out of people's shoes.
